Mr. Webber has
more than 20 years of experience with utility management, policy analysis,
regulatory affairs, and litigation. Prior to joining QSI, he served in a
number of management positions within the communications industry, including,
for example, as the Director of External Affairs for ATX/CoreComm, as a
District Manager for AT&T's Law and Government Affairs organization, and as
the Manager of the Illinois Commerce Commission’s Telecommunications Rate
Section.
Mr. Webber has
provided consulting services to a number of the nation's most notable
communications and information services companies, such as AT&T, Charter,
Comcast, PAETEC and XO. He has also managed numerous engagements for
state and federal agencies as well as various international clients. He has
been responsible for cost of service analyses, business case modeling,
operational process improvement, vendor management, regulatory affairs and
policy analysis among other strategic issues.
In addition to
his experience within the communications industry, he served at the Illinois
Department of Energy and Natural Resources where he was responsible for demand
side management forecasting, analyzing the economic implications of various
pollution mitigation strategies and other environmental issues.
Mr. Webber has been called upon to provide expert testimony related to billing disputes, cost of service analyses, economic damages, interconnection, pricing and policy issues before state and federal regulatory agencies, arbitrators and courts of varying jurisdictions throughout the United States.
